Pre-approved credit card with 79.9% APR?

I'm thinkin time for our old buddy Guido to come ouit of retirement. He couild probably compete with this bank.
Shouldn't this be considered loan sharking?

Because South Dakota did away with there interest (usery)laws to attract the banking industry it is legal. And because that is the state the card is issued in local state laws do not apply.

I wonder if the credit card papers are written in English?

NBC San Diego reports that First Premier Bank's website says it "focuses on individuals who have less than perfect credit but are actually still creditworthy

I hope at least 79 percent of the people who get the card will be able to say no!!

Isn't this the kind of stuff that supposedly got us into a financial mess in the first place?
I don't agree or even see the link between the clunkers program and this.
The 79.9% wasn't disclosed with the preaproval letter but instead in the fine print on a back page.
They are hopeing to take advantage of some people who are probably hope to get by untill things get better.
Do you have any numbers to support any of what you said? Of course not.
this is the only Guido I knew. he is dead and buried in pet semetary now.
