Yes, we had a discussion on this a bit back. It is just a research project involving high altitude studies and was nothing secret about it with no attempt to manipulate anything. I think you can still visit the research site in Alaska. Weather is more easily manipulated in the short term by seeding clouds for rain with sodium, magnesium , calcium chloride, etc. but then you are essentially stealing the rain from someone else so countries and regions argue about that. And more obviously we are manipulationg climate by pouring vast amounts of CO2 and Methane into the atmosphere.

HAARP as a conspiracy has been bouncing around for a couple of decades and some are suspicious because the military helps fund it. However, they do have an interest in weather and how goings on in the ionosphere affect radio communitcations.
