this tactic is a reversal of the innocent until proven guilty basis of our legal system. the concept is 'prove you got this money legitimately'. some police depts love this because they get to keep seized funds and yes they do this to drug delers but some also do this to immigrants who don't trust banks and other people who have a chunk of cash in their floorboards or under the pillow. go ahead...prove it is legal....how do you do that?
