Goebbels wasn't the first, certainly wasn't the last but did set the bar as to what government can do to provide the stage setting for what the people are to believe. However, no stage craft can make people believe what they don't want to believe.
A lie is only reason, twisted, to fit what seems comfortable and useful to those selling the lie and those believing it.
