My retirement complex has "book exchange" type of library.  All the books are cataloged and sorted but withdrawal is on the "honor system."  I generally try to add a book when I take a book. My latest two pickups are: "An "Absolute Scandal" by Penny Vincenz and "Lost in shangri-La" by Michael Zuckoff.  On many of the trips I have taken, I have suggested a book exchange among the group. You can do it at clubs, etc.  But be careful if you live in a planned community, as many of them ban any selling or even exchanging in your front yard.  I know mine does. 

I used to live in a housing complex with a large bookshelf full of just this type of option.  In New England, this can be dicey to do outside due to weather concerns.  There are some used bookstores in Boston who invite those who cannot pay to just take a book - they are sort of self-service and honor system.  

In our complex, in the club house we have book shelves, no one monitors it,some take, some leave and some do both.

Then the senior center also has a book exchange-again no one monitors it.
