I saw something similar to this a few years ago while out for a drive with George. It looked like an exhibition and was open to the public, so we stopped in and saw several of them. It was quite a sight!

The tractor in the photo is a Aultman Tayor Steam tractor built in 1916 having 18-54 horse power, weighs 25000 pounds owned by Rich and Mary Forst of Round Top, Texas.

They have to get a state permit and inspection from engineer each time they fire it up in public for safety reasons.
