Small Crowd Steak and Black Bean Chili

1 pound beef cubes for stew, well marbled
1 cup water
1 teaspoon chili powder
1/2 teaspoon garlic powder
1/2 teaspoon ground cumin
1/2 cup chopped onion
1 can (15 ounces) black beans, drained and rinsed
1 can (14 ounces) chili-style chopped tomatoes
1/2 teaspoon sugar
2 tablespoons tomato paste
salt and black pepper to taste
sour cream, optional garnish
shredded cheddar cheese, optional garnish
chopped red pepper and sliced green onions, optional garnish

1. Cut the beef into 1-inch cubes. Place the beef cubes in crock pot and turn on low. Add water. Sprinkle the chili powder, garlic powder and cumin over the meat. Add the onion, beans tomatoes and top with sugar.
2. Cover and cook on low for 8 hours.
3. Uncover and stir in the tomato paste. Salt and pepper to taste, stirring again very well. Serve at once, garnishing as desired.
