How do you handle people who ask for advice about how to handle something in their life and call again and again and ask the same question but never do what you suggest.

I'll be interested to see what others have to say; I can't answer since no one's ever asked me for advice that I can remember.

I don't recall if this has ever happened to me either but I would ask that person the reason for asking me if you never do what I suggest.

Sounds like my youngest daughter calling my wife; I sometimes get roped into giving my input. What can you do but repeat yourself?
