It has something to do with the jets. Its really not the place that makes the sex good.Its the people involved.

I can kind of relate to that. I went to a hot tub party in college. Just watching a couple get it on was arousing to me but had no desire to actually do it in a hot tub.

I've done it too. I think some of the excitement is from doing in a public or semi-public place. The jets and warm water are nice and there is often a cocktail or two involved.
